To break it down:

Long = Dragon
Teng = Leaps / Jumps
Sheng Shi = Grand Occasion

This is most likely a Chinese New Years celebration, but dragon dancing is not necessarily limited to that occasion. This painting is full of people playing drums, horns, and holding Chinese lanterns. Many of them appear to be from the Xin Jiang region of China (descendants of Turkmen, Arab and Persian traders that once crossed China in search of silk and spices).
